Second amendment, Hazardous Substances Act (No. 2) BE 2544 (2001), was published in the Official Gazette on 25 February 2001. (thai) Third amendment of the Hazardous Substance Act (No. 3) BE 2551 (2008), which was published in the Official Gazette on 25 February 2008. The latest amendment, Hazardous Substances Act (No. 4) BE 2562 (2019), was published in the Official Gazette on 30 April 2019 and came into force on 27 October 2019. (thai)

Scope of legislation
This ESSENTIAL descibes the legal obligations for manufacturers of articles (possessors) and the regulatory requirements for substances in articles.

The purpose of the Hazardous Substances Act is to regulate the importation, production, marketing, and possession of all hazardous chemicals (including industrial chemicals, pesticides and biocides) used in Thailand.

Section 4
“Hazardous substance” means the following substances:
(1) an explosive;
(2) an inflammable substance;
(3) an oxidizing agent and a peroxide substance;
(4) a toxic substance;
(5) an infectious substance;
(6) a radioactive substance;
(7) a mutagen;
(8) a corrosive substance;
(9) an irritating substance;
(10) other substances, whether chemical or else, which may be harmful
to person, animal, plant, property or environment;

The Hazardous Substances Act regulates hazardous substances as well as products that contain them.'
