Scope: This ESSENTIAL describes the Consumer Goods Safety Requirements Regulations (CGSR) only in relation to electrical safety of products. It is one of the legal safety requirements for consumer protection and the related products. CGSR regulates the protection of consumers from unsafe general consumer goods such as toys, children’s products, apparel, sports and recreation products, furniture, mattresses and bedding and DIY tools. Legislation in force: In Singapore for consumer products, there are 2 general systems according to electrical equipment. - Consumer Protection (Safety Requirements) Regulations (CPSR) and - Consumer Protection (Consumer Goods Safety Requirements) Regulations (CGSR) If the product will not fit to CPSR (controlled goods which need the safety mark) then check CGSR for the requirements. Scope of legislation
For consumer products only.
"consumer goods” means
any goods which are ordinarily supplied for private use or consumption, not being any goods set out in the Schedule, and includes the packaging in which the goods are supplied;

Category 1 products have international standards.
Category 2 products are products which are not part of Category 1 products.

4. Safety standards
A) Category 1 goods shall conform to -
(i) safety standards for such goods formulated or adopted and published by -
- (A) ISO and IEC, respectively;
- (B) the European Committee for Standardisation; or
- (C) ASTM International;

and
(ii) the safety standards and requirements for such goods specified by the Safety Authority and published in its Consumer Protection (Consumer Goods Safety Requirements) Information Booklet;

B) Category 2 goods shall conform to
the safety standards for such goods that have been formulated or adopted and published by any regional or national standards body.
