This ESSENTIAL describes the safety requirements of pressure equipment in Hong Kong, based on the following legislation and information:
- Boiler and Pressure Vessel Ordinance (Cap. 56) and its sub-regulations (56 A, B, C)
- Labour Authority Codes of Practice (regarding Pressure Equipment)

Article 1 - This Ordinance applies to every boiler, pressure vessel and steam container other than:
a) a boiler, a pressure vessel or a steam container belonging to the State;
b) a boiler, a pressure vessel or a steam container that is used solely for domestic purposes;
c) a boiler, pressure vessel or steam container that is part of the fixed equipment of a vessel or other floating craft, whether or not the vessel or craft is used or intended for use in navigation;

The regulation lists general construction requirements (e.g. safety valves, pressure gauges, manholes etc.), but no calculation schemes or standards.

Part I - General
Article 2) Every boiler and pressure vessel, every part of a boiler or pressure vessel and every part of the auxiliary equipment connected with a boiler or pressure vessel shall be of good construction, sound material, adequate strength and free from any patent defect.

The regulation lists the following forms:
- Form of certificates of fitness (to be signed by the Boiler Inspector)
- Form of application for registration (to be signed by the owner)
- Form of certificate of competency (to be signed by the authority)
The machines and equipment specified in the Schedule, subject to each of them at all times being maintained in an efficient and safe condition and operated by persons conversant with the safety requirements relating to the particular equipment, are exempted from the provisions of the Ordinance.
