Scope of legislation
This ESSENTIAL describes the legal obligations for manufacturers of articles (users) and the regulatory requirements for substances in articles.

This technical regulation shall apply to all chemical products released into circulation on the customs territory of the Union, except for the products according to the list by Annex N 1.'
