Article 2
This Law shall apply to the production (including design, manufacture, installation, remodeling, and repair), trading, use, inspection, and testing of special equipment, as well as the safety supervision and administration of special equipment.
For the purposes of this Law, “special equipment” means boilers, pressure vessels (including gas cylinders), pressure pipelines, elevators, lifting machinery, passenger ropeways, large-scale amusement devices, and non-road motor vehicles, which pose a greater threat to personal and property safety, as well as other special equipment to which this Law is applicable as provided for by laws and administrative regulations.
Article 1:
These Regulations are formulated in order to strengthen the safety supervision of special equipment, prevent and reduce accidents, protect the lives and property of the people and promote economic development.
Article 2:
The special equipment referred to in these Regulations refers to boilers, pressure vessels (including gas cylinders, the same below), pressure pipelines, elevators, lifting machinery, passenger ropeways, large amusement facilities and special motor vehicles within the site (factory) that involve life safety and are relatively dangerous.
Art.1) This Law is formulated in accordance with the Constitution to standardise establishment and implementation of administrative
licensing, protect the legal rights and interests of citizens, legal persons and other organisations, safeguard public interest and social order, and ensure efficient supervision by administrative authorities.
Art.2) "Administrative licensing" shall refer to the conduct of granting permission to citizens, legal persons or other organisations for undertaking of specific activities in accordance with their applications and upon an examination in accordance with laws by
administrative authorities.
