This ESSENTIAL describes the safety requiremets of pressure equipment in Brazil, based on the following legislation:
- NR13 (refers to: installation, inspection, operation and maintenance)
- INMETRO ordinances no. 120/2021 and 1846/2022
Definition of boiler categories and fluids:
a) Boiler Categories (NR13.4.1.1.)
- Category A boilers are those whose operating pressure is equal to or greater than 1.960 kPa
- Category B boilers are those whose operating pressure is greater than 60 kPa and less than 1.960 kPa
b) Fluids
Class A
- flammable fluids
- combustible fluids at temperature greater than or equal to 200°C
- toxic fluids with a tolerance limit equal or less than 20ppm
- hydrogen
- acetylene
Class B
- combustible fluids at tempareture less than 200°C
- toxic fluids with a tolerance limit greater than 20ppm
Class C
- water vapor, simple asphyxiating gas or compressed air
Class D
- other fluids not mentioned above

NR13 - Boilers and Pressure Vessels
13.1.1 - The Regulatory Standard NR13 sets the minimum requirements for managing the structural integrity of steam boilers, pressure vessels and their interconnection pipes in aspects related to the installation, inspection, operation and maintenance, overseeing health and safety of workers.
13.1.2 - The employer is responsible for the adoption of particular measures in this regulation.
13.2.1 - Scope: This NR shall be applied to the following equipment
a) all equipment classified as boilers acc.to item 13.4.1.1 (categories A, B)
b) pressure vessels whose PV product is greater that 8 (eight), where P is the maximum operation pressure in kPa and V is the internal volume in cubic meter (m3)
c) pressure vessels that contain Class A liquids, as specified in item 13.5.1.2.a, independent from size and PV product
d) mobile containers with a PV greater than 8 (eight) or Class A liquid
e) pipes or piping systems connested to boilers or pressure vessels, which contain Class A or B liquids.
Approves the new wording of Regulatory Standard No. 13 - Boilers, Pressure Vessels, Pipes and Metallic Storage Tanks.
This Technical Quality Regulation establishes the mandatory requirements for serial production boilers and pressure vessels, to be met by the entire supply chain of the product in the national market.
