Scope: This ESSENTIAL describes the safety of pressure equipment requirements of Mexico, based on the specific Official Mexican Standards (NOM), which are mandatory technical regulations: NOM-020-STPS-2011 Containers subject to pressure, cryogenic containers and steam generators or boilers - Operation - Safety Conditions. Imported pressure equipment must comply with NOM regulations, to be approved by: - Certificate of Compliance, issued by a certification body, or - Opinion (with service report), issued by a verification unit.

Legislation in force: The Mexican Federal Regulation for Occupational Health, Safety and Environment (RFSHMAT 2014) Defines in Article 3: XV) Conformity Assessment: The determination of the degree of compliance with the Standards XX) Standard: The official Mexican standard or standards for Safety and Health at Work issued by the Secretariat, in accordance with the provisions of the Federal Law on Metrology and Standardization and its regulations; (Note: Mexican NOM Standards) Article 26) Obligations of employers for the operation of pressure vessels, cryogenic vessels and steam generators or boilers Article 27) For the operation of vessels subject to pressure, cryogenic vessels and steam generators or boilers that the Standard so determines, employers must give written notice to the Secretariat, before the start date of their commissioning, that said equipment they comply with the safety conditions indicated, together with the Conformity Assessment opinion issued by an accredited and approved verification unit, in accordance with the modalities provided by the respective Standard. In the case of new equipment, the employers must make the notice that they comply with the safety conditions, together with the corresponding Conformity Assessment ten years after having carried out the first one, and subsequently every five years, within sixty calendar days prior to the end of each period. Article 28) refers to alterations made to pressure vessels and equipment Article 108) The Conformity Assessment of the aspects specified below will be carried out by Private Organizations, in accordance with the provisions of article 68 of the Federal Law on Metrology and Standardization: I.
